Joachim Wolff studied economics at the University of Heidelberg, Germany, where he received his degree in 1988. After his studies he worked as a research assistant at the University of Frankfurt in 1989 and as a scientific staff member for the German Council of Economic Experts from 1991 to 1994. In 1998 he completed his Ph.D. in economics at the European University Institute, Florence, Italy. Between 1998 and 2005 he worked as research assistant and as a lecturer at Ludwig-Maximilians-University in Munich, where he completed his habilitation in 2004. Since 2005 he is head of the research unit “Unemployment Benefits and Labour Market Outcomes” at the Institute for Employment Research.

His research interests are applied microeconometric research, evaluation of active and passive labour market policies, labour markets in transition countries. His current work concentrates on the evaluation of activation policies for means-tested unemployment benefit recipients including active labour market policy and benefit sanctions. He published in the Journal of the German Statistical Society, Statistical Papers, the Journal for Labour Market Research, and the Journal of Applied Social Science Studies.
